Is putting a cone on a RX-7 as easy as lets say a Honda civic? There just seems to be more things having to do with the intake than other cars Ive seen, If its easy Ill probally pick one up tommorow.

Yes, very easy. Remove the airbox, and mount the adapter plate on the MAF.
If you have a TII, you will free up a major restriction.
