Default '04 Dodge Stratus- Headlights inop- HELP

Wussup everyone, i know its not a honda but i figured i would see if anybody had any ideas? Low beams are inop, blinkers work, high beams work if you hold the switch i assume because the low beams arent staying on for the high beams to stay on. Parking lights work as well. All these lights are controlled through the one swith on the side of the steering column and all work but the low beams. I checked power at the bulb connector, no power at all and no power at the fuse block inside the car.

Does anybody know if it could be a relay or is it most likely the switch itself on the column? Seems to me if the switch was bad then more than likely other lights wouldnt be working but im not positive and i dont have a wiring diagram at all either. Im thinking its the switch or a possible relay, if somebody can give me some advice it'd be greatly appreciated. Thanks
