you will need a wideband, a regular afr gauge is gay and wont tell you anything. you need a new ecu definitely, and a tune. will need to convert the obd2 to obd1. you dont need a new intake manifold or turbo timer. doesnt sound to me like you have done much research yet.

as cheap as a turbo timer is, get it. it will help keep your turbo alive longer by letting the oil cool down and not quickly seize up in the turbo
    I give out reps....

    1. obd2b-obd1 conversion harness from www.boomslang.us
    2. socketed/chipped ecu from me
    3. tuning from me
    4. don't bother with the afr gauge unless you want to drop some coin on a wideband
    5. don't bother with the turbo timer either unless you plan on boosting right up to the point you park the car and shut it off. the turbo-timer allows you to idle the car for 1-2 min once you park. if you don't drive like a mad-man and are just cruising for a couple min before you park and shut off the car you're ok. i've been running the same turbo for over 5 years and over 75k miles and don't have a turbo timer.

off the top of my head, downpipe, i would get some type of fuel management, exhaust manifold, maybe a fuel pressure regulator.

i dont run a turbo timer. after making some boost pulls, just cruise at low load and that will sufficiently cool the turbo.

    Possibly a:
Skunk2 intake manifold, Edelbrock 65mm throttle body, and Skunk2 Megapower R 2.75 inch cat-back exhaust.
    Boost under slow construction...
