Use a air compressor and a rag into the exhaust inlet to spool the turbo and use a tire pressure gauge and rag to measure the boost as long as its like 9 psi its ok thanks

Yes if you use oil it will keep the journal bearing tight so if u do it dry it will loosen up and loose = less friction = quicker spool!
