The rotors that are on my car now are relatively new and with me changing compounds, I want to get all the existing compound that has transferred to the rotor off. I've already found someone that can cut them for me. I'll do that once the new pads arrive later this week.

If you are serious, I would suggest finding a used Nikon D40 or Canon Rebel. Don't buy any fancy lenses or flashes, just work with kit stuff. Get an understanding of exposure, focus, iso, and composiition. As you get more familiar with your gear, you will begin to understand it's weaknesses and why you would want more expensive stuff.
