According to this site (http://welcome.topuertorico.org/economy.shtml) 44% of Puerto Rico is below poverty level as set by their own standards, which are roughly half of that set by the United States Census Bureau and US HHS dept.

The poverty level standards according to both the "U.S. Census Bureau" and the "Health and Human Services" dept are set at 14,700 and 15,600 respectively for families of 3. Chop those numbers loosely in half to 7,350 and 7,800 - you're looking at almost half of Puerto Rico with an annual income under 8,000 dollars.
