I will have to say my vote is for Halfwit (insider tip remember I build both his and Kevin's motor and both were tuned here) I have driven both and I think Halfwits is a little quicker on the low end because of weight, traction, etc. He is the way I see it.
Dig to 80mph - Halfwit by 2 cars
20 to 100mph - Halfwit by 1.5 cars
40 to 100mph - Pretty even
60 to 120 - Kevin by 1 car
Greg I am interested to see what your will make. But you all need to remember that I am building the HIGHEST WHP D-series in the state for my personal car. By the way does anyone know what that is so I can beat it.
right now i think 460 is the highest CONFIRMED WHP from someone reputable IE full race.
Locally, i have not seen over 300whp, Halfwit MAY hold the title.
I have heard of people making 500whp on a D series but i havent SEEN IT nor have i seen a realistic dyno of it

i dont think your setup will make 400whp, no matter how much boost you push through it, not at this point in time. if caseys head package adds 60whp, then ill change my mind.
30psi on a t3/t4 is going to be WAY out of its efficiency range. the turbo can make the power, but im not sure if the motor can hold together. 30psi and a D series just makes my stomach churn. Regardless if you can crack 350whp, it will be a good race, but i will still have to side with halfwit, im partial to little CRXs
