Default blacking out the chrome on a car

do any of you car enthusiasts know what i could use to blackout the chrome parts on my car?

i want it to look semi-professional and i know that will require an x-amount of layers/sanding/etc

if yall know any shop that could do that and that also does wheels it will be preciated.
