Default High compression and emissions? MiniMe

Working on a high compression mini me build, according to the Zealworks compression calculator with the D15b2 bottom end, D16Y8 head milled .030, 2 layer D16Y8 headgasket I should be just shy of 12:1, 11.99:1 to be exact.

I have been hearing lots of talk lately saying high compression and emissions dont mix, me being in Cobb could pose an issue if I cant pass emissions.

Any opinions or personal experience with this setup or similar?

Or just find a buddy in a county that doesn't require emissions
