i always mod my cars with a small budget, it couldnt be done with the Z.

if you bought everything used and installed yourself youd still be paying 8-9K to make 400whp. i did that whp in the neon for less than 2k

You could pick one up built that way for right around 20, most likely slightly more if you're not patient.
