prelude cruise control help

I have a 97 prelude with H22a Jdm motor obd2-> obd1 conversion with P28 Ecu.

until now, i thought my cruise control didn't work b/c of faulty cable reel. However, I just found out that I am missing the cruise control actuator. (just empty space where the actuator is supposed to be)



so my question is... if i were to buy c/c actuator and install it, will it work? I am beginning to think that oem ecu is maybe linked with a cruise control computer... someone help me.
