It is a part of the exhaust system. If you get one that is bigger than stock, it will reduce back pressure. Most cars will get a bump in power.

down pipe is a differnt kinda of smoking pipe. when you smoke out of it, it gives you a downer instead of an upper

in all seriously - a downpipe ( larger than stock ) allows for better engine breathability as well as flow - its especially important on turbocharged cars ( to make the breath better )
