from what i can see, it's a vectoring job. First, you get a real picture, and then by using layers, it can slowly be transform into a vector art like the one you posted. It requires patience to do it and some practice.

on that website they have pre-rendered cars as well as wheels to choose from.

no, photoshop will not do it! You'll need autocad and rhino 3d though! Then they can be loaded online as flash!
