So about how much would it cost to fix it?

Depends on wether you want it street legal or just for the track.

Rebuilt with a clear title would be 3000 MINIMUM if your patient and get everything off EBay and do it yourself.

Could be less if you only want it for track use though.

EDIT: The plastic looks to be fine. If thats true then you could possibly come in under 3000.

The bike did not come with a title since it did not come with a frame. When you buy a frame you will get a title. Yes the plastics are in good condition, almost new except for a couple scratches.
