Emissions question

Should I pay 250 for an emissions waiver, which will allow me to get US tags?

or

Should I pay 360 for a servicing, that may allow me to legitly pass emissions, and then 25 for the emissions test.

BTW, the 360 may or may not fix my emission issue.

thats too much for once a year.. cant u get a p.o box in a no emissions county and put it as your adress and register it there?
