How about you test drive the car and find out for yourself.
Why do you think Crown Victoria's, and Impalas police cars have so much pick up? The power it has doesn't come standard. Most of it does but do you think a SOHC 4.6 engine can really move out like that? 2 Values cyl? Ask a police office that might give you the infomation... Their cars are not stock.

Instead of giving me dumb answers, how about you tell me how you are certain that it has it. They could have just taken it off to put it in another car. Can you see it? Is it written somewhere?

You should do more research on police intereceptors before you come on and spread nonsense.....
First there is no chip, only a slight increase in the speed limiter, meaning you can top the car out higher than the civilian Crown Vic...Second The motor is a de-tuned 4.6l meaning that it doesnt have the PI heads that the 2003+ Vics and all the 4.6l mustangs have...Third the car does have some added features that the civilian model doesnt such as:
Brakes/4 wheel disk/police level
California emission system
Quick ratio power steering
Speed rated 'all season' BSW tires
Full size spare tire
Certified speedometer calibration
Front and rear stabilizer bars
Remote decklid release
Engine compartment light
Single key locking
Dual beam dome light (ticket light)
Dual exhaust
Cooling pkg/police level
Engine oil cooler
Transmission oil cooler
Power steering oil cooler
Heavy duty battery
Heavy duty alternator
Heavy duty U-Joints
Heavy duty suspension

Sure bout that?? last time i read about PI heads, not ALL 4.6 mustangs had them but otherwise right on the money

You are probably right about the PI heads with the Mustangs...I think with the Mustangs its 99-04 have the PI heads.

Drives well, Extremely smooth riding.
