All of Japan looks like the ghetto (minus Tokyo, but it has some shitholes too). I was stationed in Okinawa for 2 years... smells bad too. But you get "used" to the smell after a while.

Pretty easy the closer you are to a military installation... they speak English. Actually near the bases it's not relly "Japan".... it's so westernized that it's like "little America". but the further you get away from U.S influence, the more of the native language you need to know.
