that specific one may be chopped... but that is a popular style in japan. "Boso" as it is known is all about big wings, wide bodys, wide wheels in small diameters (to increase the look of wideness), and anything else to make the car look fairly low but wide. some people go crazy with it but a more basic boso car looks really good IMO.
