I jus install a short ram intake in my '00 Nissan Altima, but yet upon a test drive, she fires up no problem but yet once she hits 23000 RPMS, she starts to sputter big time and doesn't go any higher,. I checked all the connections and make sure everything was connected but I can't find the problem. Any ideas of WTF is going on?

I assure you that you are not spinning a stock Altima to 23000 RPMS sir. LOL. I know what you meant though. Are you throwing a code?? You need to reset your ECU so it can build a new map. Disconnect neg batt terminal for 10 minutes and then reconnect (make sure you have all codes to yoru head unit and alarm system handy 1st)
