Unless its been used a lot , you wont really find a D-SLR around that price range. Maybe a body only, but then youll need a lens. After that you're way past that 400 mark.

Thats still a Point and Shoot camera. A DSLR is different.
DSLRS allow you to detach the lens and place a different lens on the body for different types of shots you are going for. Point and shoots have the usual "turn it on, and the lense comes out" setup.

The Nikon 8700 was a great cam I owned. 8 Megapixels and around 460ish on ebay.

Either the Canon S2IS or the Nikon 8700 will be a good point and shoot camera. I owned the 8700 before I sold it to George and it was a great little point and shoot camera. I had no problems with it at all and it took some great pics (go back and look at some of George's posts when he used it) but I wanted to control I have with the DSLR.

im using 8700 atm.,.
its a great camera, but overall, even though i didnt buy it/my dad did, i regret FOR him paying 800 or something at bestbuys when it first came out.
point and shoot cameras shouldnt be more than 250 or so..
anyways, its a great point and shoot camera, you shouldve gotten the 8800 though, the 8700 doesnt have that shake correction thingy.. i forget what its called exactly
