Need help building a webpage

Well I already have a geocities webpage (http://www.geocities.com/gsu02olliff).. but I wanted something a bit better.. my page is always down because of the storage space and people viewing it all the time.. So.. Im willing to pay someone (dont get crazy here.. im talking like $20-$40)..and Ill pay for the domain name, but I need someone to help me build a fun yet a bit formal looking webpage... Can anyone help?

Hell yeah.. That would be awesome... I suck at flash and html and I want something a bit more... grown-up then what I have now.. although I still want to beable to have some fun gifs and such in it..
