Thats why we get our asses handed to us when we never expect it. All of the world's major countires study us, our language and our way of life. Sadam's favorite singer was Frank Sinatra, and loved watching US TV. Everyone in the world speaks English (even though they will tell you they dont..haha) I think if we spent half the time the world does studying and founding out what goes on with other countries we would have a BIG upperhand in more foreign policies and wouldnt be so easy of a target. All of our great Generals have studied pass wars and how each country or leader acts or plans his military, and thats why they became successful. You always have to know when the other guy is plannin for a checkmate.

9 out of 10. The 'Vermont -or- New Hampshire' not being one of the original 13 colonies was tricky, as both those states suck ass and are unremarkable in every aspect.
I disagree about your statement that 'if american people knew more about foreign policy that we'd be in better shape'. To me its a self-validating-code kind of situation. I'd rather that our foreign policy be influenced only by those people smart enough to seek out and learn what they want about the world.
The American people should know what their leaders are up to, foreign and domestic policy will fall into place once that happens since we'll be able to hold our leaders accountable for their actions.
The problem then becomes that a significant portion of people involved in politics (including voters) aren't interested in a better society per se. They are interested in completing their personal agendas with as little compromise as possible.

In a way your right/wrong. A President can send troops anywhere he wants but its for a limited # of days (30 i think or maybe 60) So Yes, he didnt ask; but then he did, in order to keep them there.
