trying to get a feel for which weapons the public finds more intimidating. Which person/weapon combination is a bigger threat to society.....?

Given looking at Atlanta/DeKalb mugs and watching the news, person B is the danger. His gun was likely obtained legally at one point in time by the previous owner but was acquired by him illegally and cannot be traced. This guy also doesn't care about how he uses it. Knowing that he can acquire a firearm through private sale also affords him the ability to not be traced back to it if the gun is ever found to be used in a crime. Person B also thinks it is a good example to brandish weapons in pictures and to people because "it makes him look like a gangster and tough" in an attempt to make people fear him. He is also likely to sell/dispose of his gun to someone who will handle it with little respect, likely a drug dealer or street thug. Person B may even trade the gun for drugs if low on "cash flo". The use of person B's gun will likely be in a "in the moment" time when acting in fear of a situation (using it for intimidation falls under this category).
Person A is only a danger for making a more power weapon available to someone who will plan out using the weapon in an attempt to "make a point". The likely use of person A's gun will come from someone who has knowledge of its whereabouts and can gain access to it. Planned violent crimes make for better news stories and thus project them into the spotlight even though they only make up a very small percentage of overall gun crimes. Person A is less likely to make the decision to let the gun fall into the hands of someone who will use it for crime purposes/intimidation. Person A does not see owning the gun as an accomplishment to show the world, but may be happy to talk about it in a hobby-like aspect to other like-minded people. 
Person C is in least direct control of his weapons. Other self-centered, egotistical minions make most of the decisions of when and who to use those weapons on. Person C's job isn't to play War Games and direct all military actions 24/7, he has other obligations. However, when the minions "under" him come upon a situation where they could "pass the buck on" if something goes wrong while playing with their toys, it will be sent to Person C for the decision making process. Person A is the last in a line of decision makers for use of the weapon. Many of the actions/protocols for use of weapons of Person C's job come from actions/protocols placed by the previous Person C of that position. This Previous C was likely handicapped mentally by some kind of "retard" disease. Previous C was also blinded in the decision making process by greed and personal gain of his supporters/minions. Previous C had no forethought into outcomes of papers shoved in front of him to sign.

While i admire your passionate rebuttal and am genuinely happy that you put some effort in your response and presented a reasonable argument against person A, it went down hill after that. 
You chose to observe person B's race, which was not mentioned. Person B represented "a cheap handgun" which is the most commonly used weapon in criminal activity. Assault rifles make up less than a 1/2 of a percent of crime statistics in america. Since the issue of race was presented to me, i feel inclined to respond. Black people are 13% of the population, yet they make up over half of the prison population and are the most predominant race present in criminal activity. Observing statistics makes a person observant, not racist. 
Obama has already killed an innocent american with a drone. You can legally be killed by a drone without standing trial on american soil.

And lastly, to the one part of your argument that made sense...... person A: You cant have freedom without the freedom to do bad things. Once you begin removing freedom for the sake of safety, you are no longer free. "I prefer dangerous freedom to peaceful slavery" - Thomas Jefferson. Also, person A, assuming they are the sandy hook mother, was robbed and murdered. Guns stolen from her were then used in criminal activity. Sounds like she is one of the victims to me.

Person B couldn't hit the broadside of a barn at 2 feet away.
Person A will kill you if she wants to with only one shot. She's the one that you don't want to make mad.

And the moral dilemma of the question is revealed. 
Do we go with capability over intent? Clearly an AR15 is more capable than a "typical handgun" but the typical handgun's intent is usually more dangerous. 
If we ignore evidence against the handgun and decide to pick the AR15 based on perception and capability...... then how can we ignore the capability of this? And where do we stop with applying that false logic?
It's clearly the most capable weapon of the bunch, regardless of how threatened you may or may not be by the possessor's intent.

Still speaking to capability over what actually happens. White women who hunt are not at the top of crime statistics, even if they are more capable than street thugs. Do we regulate against capability or reality?
I am a normal white guy with no criminal background what so ever....... amateur marksman, recreational hunter, owner of several high powered weapons.
Based on capability..... i am 100x more dangerous than your typical street thug......
yet, street thugs are robbing, raping and murdering as we speak...... and ive never harmed anyone. 
Regardless of how capable an AR15 is, it's primary use is for sporting. I cant justify seeking to ban the weapon used in .5% of crime because of what it is capable of doing.

Person "A" is more a threat to the deer she shot, however she could pick you off from a distance if she wanted. Given the last, say 50 years, there aren't many female snipers on a rampage.
Person "B" is more a threat to the general population due to unpredictability. Small firearms are easily concealed and can readily be pulled without a moment's notice.
Person "C" is no more of a threat to us than "A" or "B" in my opinion.
