Its a condition where the plates that make up the skull become formed into that position because of the tissues between them hardening.

Almost. Guy in the gif had microcephaly. Random, to answer your question that is Schlitzie. He was a sideshow performer from the early 1900's. I know him from a movie he was in called Freaks (that's where that gif is from). If you google him there is probably a page about him on wiki or something. Wait a sec, I just checked and there is. I was also thinking that but wasnt sure. Thought the head may be a little too big for that condition.

I think everyone missed the point......it's an animated jpeg, not a gif, look at the filename.
The file is still served from the web site with a '.jpg' extension. The '.gif' is appended by the browser. The browser recognizes the content of the file and realizes that it should display it as GIF.
