extended top hats??

Ok so I've been wanting to lower my car for months but jus haven't had the money for shocks but A friend told me about extended top hats and so I googled but all I seen were the GC top hats (besides eBay eBay eBay)...then I found a DIY but I want to learn more about what they do before I go ahead and do it so I came to IA.

....so in short, can anyone tell me as much as i need to kno about them, How they work, how much..etc.
