It's one of the two things that I want to fix on the car. Anyone seriously and honestly experienced in this, or, can refer me to someone who is?

Back story is 2 owners ago they ran some stupid tire sizes, and voila.

judging by the looks of it , you should be able to take the wheel off and lightly tap that with a rubber mallet

Lot of times I worked them with a rubber mallet first. That's what I'd use on this. Also wait for a hot summer day or get it warmed up. Doesn't have very far to go...
