Need advice and have questions about my h22a

I'm haveIng serious problems with my h22a!! It keeps surging. I was told it was a idle control valve but I put a used one on off a buddy's that worked fine bUt it still surged. Kinda has me confused and I'm not sure what to do now. I have ecu questions, it's a p13. And questions about wiring up my vtec controller or is that just gonna be a waste?? Really could use some help!:???::???:

Check the FITV on the bottom of the throttle body.

do what emminodafail says and then also check for vacuum leaks

Happened to me on my h22a. Turned out to be a intake manifold gasket leak.
