When the lights are on in an integra sedan 94-01, are the inner lights suppose to be on or off?

If you mean if the headlightrs are on yes the dash and cluster lights should be on

No. I was talking about the tail lights. Are the lights on the trunk suppose to be on or off when the turn my head lightss on.

yes. thank you. I assume both trunk lights are suppose to stay one.

Or maybe the guy has his foot on the brakes.

All four are suppose to be on when the headlights are on, and all four are also suppose to brighten when you hit the brakes, since they are all four dual filament bulbs. If the inner ones are not on all the time then chances are someone put the wrong brake/tail lights into the socket.
