with tein full coilovers, can u lower the car or is the adjustment rings just for the ride quality?

Height is adjustable too.

Depends, I believe the Tein SS and Basics height are adjusted by the spring pre load only and the Flex and better set ups have independent spring pre load and height adjustments.
