If they were street racing and/or ricers they were probably modified in ways that make them illegal for sale at auction, like RHD conversions, illegal lights, badly executed engine swaps, etc etc. The Gov't can't sell cars at auction that aren't street legal and it would be a waste of resources to return the cars to legal condition. If you auction the cars off the offenders would probably just buy them back anyway. Better just to crush them.
