Does the officer have to be wearing a hat at the time of a traffic stop?
If he/she is required to have the hat, does not having the hat (and being shown on the officer's video) void the ticket?

...no seriously it MUST be a joke. You think a technicality that small should get you off the hook? Maybe if the guy like.... didn't put his name and badge number on the ticket, pulled you over in an un-marked car, and then beat you like Rodney King. Other than that, I hate to say it, but you are screwed. I would just show up and hope that the judge is having a really good day.

well GSP are required to wear one and put it on immediately when you leave their vehicle. if their superviser sees them they can get writen up. but either way. its not going to get you out of a ticket.

I heard a cop isn't allowed to write you a speeding ticket without asking "Where is the fire, son?" after Stevens v. Connecticut where Chip Stevens of New Haven was rushing to a fire at his house, stopped by police, and prevented from saving his chickens. Make sure that the cop asked or you could walk.
