94 RS CEL light/Emissions

the CEL light comes on randomly, and luckily today it came on when i wasnt busy so I jumped it and got 4 long and 3 fast. googled and it said "Fuel Supply System defective or malfunctioning fuel supply system".
btw the car didnt pass emission because NO ppm:
25/25 reading:02135 Allowed: 01026
50/15 Reading: 02328 Alllowed: 01134

how to fix the problem(s)

retard the timing that will get u a pass but will not fix the problem.
