So my S2000 feels like it cuts out at about 8500 rpm's till redline. It feels like it the throttle comes off and on. So why is it doing this?
*Note* The motor is warmed up before I run it hard.

When did you do a recent tuneup on everything? Plugs, filter, oil change, O2, and all the like?

I'm sure you might mean that it feels as if it's a "hiccup" ?

Could be either ignition (spark plugs) or fuel

Gonna buy spark plugs, wires, fuel filter, maybe the air filter (they are expensive and the stock one looks like its in decent shape) today and see how she runs once those are installed. I'll keep yall posted.

Does your car have any mods or is it stock? Try the tune up items first and see if that fixes it. We had a similar problem on an s2k and it needed tuning.

S2000 don't use spark plug "wires", they use coil packs. So just replace the plugs with good ol OEM stuff (NGK), don't go crazy with the $20 ones and like everyone else said: fuel/air filter.
