gas if bad, carb needs to be cleaned because the gas is bad, fuel lines clogged cause the gas is bad.
EDIT- Drain the bad gas.

929 are Fuel injected so dont worry about the carbs cuz it has none. just drain the fuel in the tank (if it has any). Before you put fresh fuel in replace the spark plugs. Honda bikes are very sensitive when it comes to plugs. I am almost 99.9 % certain that when you put newe plugs and gas in it it will start right up. Make sure you get the NGK plasma iridium plugs. when it does start warm it up and then change the oil. All bikes are sensitive to oil. would'nt recomend you ride it around with 3 year old oil.

Maybe somethings wrong with the pump or wiring then.... Check and make sure it's all getting power..
Edit: and DEF change plugs, oil, and drain gas.... May want to just clean the airfilter once you actually get it running.

drain and change the oil first. after 3 years or however long. who knows whats in the oil and when it was touched last. change the oil. get it running. warm it up, ride it around a little then change it again. i bet that will flush out just about everything that there is in there thats been sitting.
you dont want whatever has been in there for the last several years to be passed around the motor. and possibly cause some issues with water and bearings being wiped out or spun because the oil was thinned out with fuel from not starting and water in general from not starting also for so long.
