ha these are fun to get off if a impact wont take it off you need to get a chain breaker bar and that will take it off everytime just good to have someone there to help you hold it while you break it loose

When I'm by myself and no air I just put an old 1/2 inch drive socket wrench on it and wack it with a big hammer, works like a charm, but kinda dangerous so be careful....

sounds like you need some PB blaster and a stronger air compressor and impact wrench. If it had the factory service hex to hold the crank and the right tool it would be much easier to hold it.

After market pulley or stock? There is a chain wrench you can use to hold the pulley still while you take the bolt out. What size impact have you been trying to use to get it off?
