"An investigation of specular reflection of sunlight on the Moon has revealed that relatively poor quality reflectors with areas of less than one square meter produce sufficient enhanced illumination to be detected in large telescopes on the Earth. Consequently, small orientable reflectors on lunar satellites and landers would permit optical tracking of their trajectories, such reflectors would also provide a feasible means of communicating information to the Earth, and small natural reflectors on the surface may account for some bright flashes which have been sighted on the Moon."
