depending on the turbo, i recommend 8-11psi tuned. i tuned mine to 14ish psi and it's seen a few trips to 17ish psi.

180-200whp is pretty reliable, but more is possible depending on if you're willing to roll the dice.

mine has been turbo'd for 6.5yrs and has been over 200whp for 6 of those yrs. i daily drive mine around 230ish whp and has been tuned to 255whp.

i'm the tuner @ mainstream...so yes.

psi is relative...it's hp that it can handle. depending on setup 8-11psi.
