It is called xbox live, because its from an xbox.

Just like you can't play xbox live from a PS3.

You can log onto your xbl profile from a computer/laptop and send messages and stuff but that's about it.

actually you can use xbox live on PC to play Microsoft games that are on both XBOX and PC like halo and halo 2, you can use xbox live on PC to play online. but you cannot play ppl on the xbox from a PC.
