have you tried using the documentation section on the utorrent website.. go to the utorrent connection setup guide...also look into port forwarding...

If you start seeding things and get the upload/download ratio higher, it will speed up tremendously. Thats the entire point of bittorrent, and the people who merely download things and then remove them from the queue without seeding are the ones who get slower speeds and lower priority. Its simply the way bittorrent is programed.
