Just so long as you know how to properly build a new frame for it, build a 4 link, and redo all of the interior you can build it for that much. A decent shop will charge you 15k+ to lay it on the ground and leave it bare metal or primer/sealer.

Hell, he probably has 6k just in the interior and another 5k in parts/materials.
