Its like that so air can escape from underneath the car easily. If it has a huge rear bumper hanging down it just creates drag if he has already smoothed out the bottom of the car.

I don't think so. Having it like that will cause the air to go about violently. What he needs is a diffuser that comes down as low as possible to speed the air under the car up and suck it to the ground.

I'll go with most and say he has not done it yet.
