problem with check engine light

i have a 99 civic si with a 95 gsr in it and its throwing a p1381 code and i was wondering if yall could help me figure something out. or an idea of where to start.:???:

1. Check Alternator (Free @ Autozone)
2. Check Wire Harness (Especially if intermittent)
3. Dizzy
