A few good places to pick up a kit are:
Deman Motorsport (http://www.deman-motorsport.com/)
Westfield Miatas (http://www.flyinmiata.com/westfield/%20)
kineticvehicles.com (http://www.kineticvehicles.com/parts.html)

stay away from Coveland.

or look on ebay, people are selling their projects from a good price and that how i got mine.

What motor do you have in yours? I was thinking about going with a rotary.

12a rotary with a rx4 4 speed transmission :D. The rotary engine is one of the best engine for a lotus bc of the power to weight ratio. Some people also you engines from a motorcycle.

I was thinking about a 13bt. How hard is it to put together from a kit and what about getting them registered for street use?

It all depends on the kit. For example the Westfield kit uses a miata for donor part. I have not got mine registered yet, but what I read and hear, it pretty easy. In a few weeks I should have mine road legal. Then I will try to make a write up of how to do it.
