I will have cash on hand. I just need to know how the deal should go. Do I just get the title from the other person?

you go to the title office with your title completely filled out, bill of sale filled out, 2 forms of id, and money for a tag, fees and sales tax and they will send you a new title in the mail

I meant the "filled out title"
on the back of the title there will be a place for the seller to put their information and a place for you to put yours, thats all i meant by filled out

If you don't even know how to make a deal to purchase a car, then you either don't really have the money and are trying to impress somebody, or you need to just tell your parents to continue handling your shit for you.
