That way the other birds don't have to keep so hard on flying. When the main bird tires, he falls back in formation and another bird takes the lead. Not really. Wing tip vorticies create an upwash, that gives the bird behind it extra lift, which means it can fly at a lower angle of attack and reduce it's drag. Birds rotate the front because they have to work the hardest and get tired.
