go take if for a test drive, and then stop dead in the middle of the road, and rev and dump, see if it has 2 tires or one

No, it does not unless its been added afterwards. All the leather package cars, ie leather seats and tan tops, had an LSD and the sports had an LSD. You can tell if its a sport by looking at the sticker on the door jam or if it has Bilstein shocks. From the looks of the rest of the options its not a sport and its certainly not an LP. The only other 99's that came with an LSD are the 10AE's which it quite obviously isn't. The first gens are a little harder to tell since it was a standalone option on the 90-93's with a VLSD for a while and then the M's and R's from 94-97 had a Torsen.

Actually, it will say "suspension- Hard S" if the car is a "sport".
On 99+ cars, all 6spd cars will have LSD, all SE have LSD, all MSM have LSD, all "Hard-S" have LSD, any leather equipped car will have LSD.
On 90-97, all "c-pkg" (leather seats/tan top) have LSD, all "R" (94-97) have LSD, all Limited/M-Edition have LSD (except STO) all "B-pkg" have LSD (power mirrors, power windows, a/c, power steering, cruise, cloth seats).
What the OP has linked is a base package...dead giveaway is that nasty steering wheel.

If you have lsd and you jack ur car up and spin one wheel, the other wheel will spin the same direction right? I have a black and tan 95 with leather interior and my wheels spun the oppisite direction which means no lsd, correct?

No, you've got an LSD. If you didn't just the one wheel would spin. Spin the driveshaft and see what happens.

so spin the drive shaft and both wheels should spin?
