well my car is not riced out but i got a busted ass wheel that im in the process of replacing i just keep buying performance parts instead of buying a wheel but my question was like if a 95 coupe shows up with a big O' wing, 18's, a bunch of stickers and riding 4x4 and he gets declined then comes back with a nice set of 16's, lowered and removes the wing and stickers then could he be considered again
