Not everyone has a legal car. If you turbocharged a non turbo motor and it's obd2 - you won't pass.

If you put a turbocharged motor in your car that was never produced in america, you're not going to pass.

For example, I couldn't just "fix" my car by swapping a stock KA motor back in.

OP should state if he has obd1 or 2, because this will determine how easily he can get his car to pass, and how much he's going to spend.
