there have been many tests that have proven that today's High flow cats can deliver just as much power as a test pipe and still keep you CARB or EPA complaint. (As long as you buy a Catalytic converter that maintains those standards of course.) So yeah just do yourself a favor and save your self the trouble of a potential $1k fine from a Dick cop for not having a CAT, and get a high flow cat. Oh and here is an article to back up these statements....

Random Tech I hear makes great high-flow converters. I settled for a Magnaflow because I found one for less than half the price of a Random Tech. The only reason I changed mine out anyways was because my stock was damaged.
PS: There's a Random Tech warehouse somewhere in GA.

Yo Vick, stop polluting the air & just get a high-flow cat. I've told you about the article before (the link above) where the B16 Civic Si only makes +1 WHP/WTQ compared to the hi-flow cat.

This dude at an exhaust shop that I get all my exhaust work done at for all my vehicles basically told me that there is no such thing as a high flow cat.
In which he meant that not matter what, a Catalytic converter will only flow "x" amount of shit through it because of EPA regulations. You can put a bigger OD Cat on it but apparently it will only flow as much as a brand new stock one will.
Does that make sense?
