If you really want to impress her (if you have the skills), cook a badass meal and buy a nice bottle of wine. Cuts the price of dinner in half easily and then you have more money to go out afterward.

I took my girl to the aquarium last year for V-day and she loved it.
As far as a dinner spot, there really arent that are memorable. They just kinda moosh together. As mentioned above, they usually like it when they are cooked for.
